    My static layout is 800 pixels wide. If someone uploads a 1024X768 image will it bust apart my static layout?

    If so is there a way to tell the image script to resize a big pic down to t max of 780 width or something the same way it is able to resize for thumbnails?

    No... just set your large thumbnail size in admin options to be < 800px. It will resize automatically.
